Value of Standards

BTR believes in the creation of and adherence to technical standards in order to maximize interoperability/compatibility, reduce costs, and maintain a more adaptable information technology infrastructure. Through the establishment and maintenance of standards our organization can:

    • better interchange old products, systems, and technology with new

    • better horizontally integrate mission systems to improve work flow and throughput for various lines of business

    • minimize the need for customized software to overcome technical incompatibilities

    • reduce costs associated with having to maintain and support multiple versions of products and differing technologies

    • improve its technical ability to adapt to change as a result of architectural drivers

Our Enterprise Level Approach to Standards

BTR believes in applying standards wherever the cost of not employing standards is greater than the cost of doing so. With this general philosophy in mind, our organization establishes and maintains standards for products and certain forms of technologies that are considered mission critical, are considered key to our core business activities, or where there are clear economy of scale benefits. To the greatest degree possible, we strive to maintain stability in our technology standards while allowing modest flexibility in the products that employ these standards.

Our Product Standards

As an element of our enterprise architecture program, BTR documents its “as is” and “to be” product standards using the Technical Reference Model (TRM) developed by the Federal Enterprise Architecture PMO. The TRM categorically organizes various forms of technology into a component-oriented framework. Using the TRM to document our product standards has the additional benefit of aiding in the annual reporting of our IT-53 information systems to the Office of Management and Budget via the Exhibit 300.

Our Technology Standards

As another element of our enterprise architecture program, BTR documents its “as is” and “to be” technology standards using a simple matrix. This artifact captures those technology standards that we believe are critical to the health, maintenance, and migration of our information technology infrastructure in support of our current and future mission needs.
