Scott A. Bernard, PhD

 

 

Scott Bernard has over twenty years of information technology management experience in academic, military, private, and public sectors.  His expertise includes leadership, policy development, strategic planning, architecture, systems analysis and design, project management, capital planning, acquisition, and workforce planning.

Dr. Bernard earned his Ph.D. at Virginia Tech in Public Administration and Policy; masters in Business and Personnel Management from Central Michigan University, another masters in Information Resources Management from Syracuse University, and a bachelors in Psychology from the University of Southern California. He holds a certificate as a distinguished graduate of the Naval War College, and a CIO Certificate and Advanced Management Program Certificate from the National Defense University. Dr. Bernard is a former naval aviator who subsequently has worked as government IT management executive, university professor, and management consultant.
